HR Compliance Analyst

The goal for this role will be to develop and maintain a program that proactively identifies compliance issues and designs best practices for resolution before violations have occurred. Under the supervision of the Manager of Risk, Compliance, and QA, the HR Compliance Analyst will assist with the creation of the Human Resources Compliance Program.  Primary tasks will include creating and maintaining a compliance regulation library, monitoring relevant regulatory changes, conducting and documenting targeted compliance reviews, assisting with correcting compliance deficiencies identified, and developing an effective compliance communication protocol.

 

What you’ll do as a HR Compliance Analyst:

  • Work with our Office of the General Counsel to proactively scan for relevant laws and regulations that may impact HR. Prepare the team in advance when possible to adapt to new laws or changes
  • Responsible for the development and oversight of compliance controls
  • Conduct internal HR audits on a regular basis to ensure the team remains in compliance with applicable regulations. The position is responsible for identifying and addressing any potential issues involving noncompliance with Bank policies and/or applicable requirements and ensuring a successful partnership with the Bank’s Internal Audit department
  • Partners with HR Business Partners to resolve HR compliance issues within the business units they support
  • Prepare effective communication reports of compliance issues for management
  • Provide recommendations of process improvements on all aspects of HR compliance related procedures
  • Evaluate the efficiency of systems and processes to ensure they align with business needs.  Design and maintain a fit for purpose program, one that is not too light or overengineered
  • Serve as key contact for compliance related issues
  • Identifies situations which may pose Compliance risk and helps to guide management on developing appropriate policies and guidelines
  • Ensure timely submission of EEO-1 reports

  • Willingness to learn/curiosity – The role will require researching and learning a broad number of compliance topics and determining how to apply them to specific processes and operations.
  • Patience – Building something relatively new will mean false starts and dead ends.  The individual will need to maintain focus on the larger goals of the program when facing these challenges.
  • Analytical – The role will require comfort with data and the ability to do basic analysis on data collected 
  • Background in Legal, Risk, Compliance, and/or Audit with 3 to 5 years’ experience
  • Experience managing a process end to end
  • Knowledge of labor and employment laws and regulations, including but not limited to discrimination, harassment, retaliation, disability accommodation, wage and hour, leave of absence and background check
  • Knowledge of relevant laws including HIPPA, ERISA, the SAFE act, and CPRA
  • Experience filing required government filings such as EEO-1 and California Pay Data
  • Effective presentation experience

Job Demands:

  • Must be able to review and analyze data reports and manuals; must be computer proficient.
  • Must be able to communicate effectively via telephone and in person.
