Understanding financial and human resource capacity and utilization supports informed project prioritization, approvals, demand management and project execution.   Ensuring project flexibility and analytical levers to manage resources supports project execution, efficiencies and targeted outcomes and benefits.


The enterprise PMO Resource Director will work with key Information Services (IS) and business partners to meet financial criteria and ensure standard data definitions, sources, usage and rules as they relate to managing resource demand and supply.   They will utilize the Resource Capacity Management system and PMO Operational Data Store and reporting capabilities to develop, manage, maintain and enhance reports, dashboards and analytical instruments for managing operational and strategic decision support, ensuring Information Services capacity is transparent and directionally correct.  


  • Effective partnership with Information Services/PMO leadership and key functional managers.
  • Work with PMO Finance to ensure data-driven reporting for financial capability and human resource availability against shifting project/program priorities. 
  • Ability to speak to all levels of management and executives with an awareness of departmental differences and needs.
  • Provide comprehensive analysis, scenarios and recommendations to portfolio alignment and ability to meet stated goals.  
  • Continually monitor program/project changes to schedules and changes to budgets and/or scopes to effectively level IS resources and capacity  for efficient execution.  
  • Effective knowledge of FRB IS strategic road-maps and enterprise-wide project/program investment portfolios.


This role requires experience working in financial planning and consolidated reporting plus data and data sources in a variety of formats.  A working knowledge of analytical platforms and tools with a focus on consumable and actionable outputs.  


  • Administers the enterprise PMO resource program.
  • Development and maintenance of reports and analytics to support annual planning oversite group reviews and prioritizations and consolidations. 
  • Apply comprehensive working knowledge of financial and program and project management tool sets and applications, including Hyperion financial tools, Oracle Financial and Procure to Pay systems, and Service Now as it relates to enterprise Resource Capacity Management. 
  • Apply creative analytical processes and techniques to integrate financial and resource reporting data, improving reports/analytics, working with the appropriate stake holders to identify hidden or pending problems, and devise new approaches and solutions.
  • Provide fact-based decision support tools and analytical vehicles across the FRB PMO community and governance tools across the investment governance, execution and oversight groups. 
  • Facilitate and coordinate comprehensive monetization of efforts to provide total cost of ownership “showbacks” for projects and programs of interest.   
  • Expertise with industry-standard and FRB reporting and analytical applications and platforms. 
  • Maintains a flexible work schedule
  • Responsibilities include the following: 1) adhering to and complying with all applicable, federal and state laws, regulations and guidance, including those relate to Anti-Money Laundering (i.e. Bank Secrecy Act, USA Patriot Act, etc.); 2) adhering to Bank policies and procedures; 3) completing required training; 4) identifying and reporting potential suspicious activity to the BAS/AML Officer; 5) knowing and verifying the identity of any customer(s) that enter into a relationship with the Bank.


  • Four Year degree or equivalent professional experience and/or qualifications.   Banking background a plus.
  • MBA or relevant graduate degree preferred.
  • Financial Planning and accounting working expertise.
  • Eight to ten years’ experience working within an enterprise PMO or IT organizations with an emphasis on governance, financial planning and accounting, analytics and reporting.
  • Advanced knowledge of MS Office, MS Project, MS Visio, and SharePoint.  Mastery of MS Excel
  • Applied Working knowledge of Service Now Project and Portfolio Management suite and FRB processes and usage.   
  • Working knowledge of enterprise portfolio management software.
  • Knowledge of Tableau and/or other data analytics platforms.
  • Excellent verbal and written communication skills.
  • Demonstrated experience working with management tiers and staff; sound leadership presence.
  • Able to build and sustain credibility across all levels.
  • Demonstrated ability to successfully manage people, partners and multiple streams of work.  Drives for results.
  • Must take initiative, be assertive and be able to work with minimal direction.  Excellent at honest analysis.

Mental/Physical Requirements:

  • The ability to learn and comprehend basic instructions; understand the meanings of words and respond effectively; and perform basic arithmetic accurately and quickly.
  • Vision must be sufficient to read data reports, manuals and computer screens.
  • Hearing must be sufficient to understand a conversation at a normal volume, including telephone calls and in person.
  • Speech must be coherent to clearly convey or exchange information, including the giving and receiving of assignments and/or directions.
  • Position involves sitting most of the time, but may involve walking or standing for brief periods of time.
  • Must be able to travel in a limited capacity.
